Yes everything you need to mount. It is missing a few screws but they will stay on your car just fine. Comes with everything I have on now and my setup works fine

They look like classics not basics, which actually sell for a lot more new, but your price is still about what used classics go for. Those are the same ones I have on mine right now, but just ordered my URs
