I like Yuzu in San Mateo, but the itamae-san is kinda douchey now. Nevertheless, he gives quality neta cut in such a way that gives good mouthful, and the shari is really well done: nice hitokuchi size that's not too compact nor too loose or large. Once in a blue moon though, he turns into a real *** and cuts his neta funky (one side too thin), and I don't know what possesses him to do so, so beware!
Aka Tombo in SF J-Town has a great chirashi that's a pretty good value and has lots of rare things that you won't commonly find elsewhere. The nigiri also rare items, but I don't like the way the itamae-san crafts it: the neta is thick but narrow, and the shari is way too small -- it's a real waste of quality cuts of fish because there's no mouthfeel at all, ruins the experience. I'd stick with the chirashi.
For economy, Izakaya Mai is pretty nice. Nothing rare or fantastic, but a pretty damn good deal. Plus the itamae-san pays attention to what he's doing, so it's pretty consistent, if not anything to write home about.
