1- $399 isn't cheap
2- 8000K is way too blue, OEM HIDs are 4100K, anything higher = more blue, more glare and less usable light
3- Asian-made HID components are generally less reliable than German-made
4- Separate ballasts and ignitors are also generally less reliable as well as more of a PITA to install
5- HID retrofits in factory halogen housings do not produce the best results (housings not designed for HID bulbs, bright light but poorly controlled with lots of glare to oncoming traffic)
6- All such retrofit kits are illegal to sell now in the US due to #5 above, so buyer beware

There are things you can do other than put HIDs in your stock lights. A set of projectors will give you improved lighting even with halogen bulbs, if you watch the classifieds you might be able to find a set of used Morettes for about the price of an HID kit, and the results will be much better.

Are there any other "projector" housings for the 02-03 WRX besides "morettes?"

edm subaru lights, jdm subaru lights, and the uk300 lights are all projector. the jdms can even come in HID, or the cheaper way is to buy the jdm projectors and upgrade those to HID

Just bear in mind that the JDM lights, in either non-HID or HID versions, have the RHD beam pattern which is not correct for US roads. It is possible to open them up and modify the internal plates to flatten the pattern so it is neutral.
The EDM lights are the European version of the same lights and have the correct LHD pattern, in addition to built-in leveling motors which can be used with additional wiring (the JDM HIDs have these also).
