(where can I buy an '04) STi hood?

You should be able to order an '04 STi or WRX hood from your local dealership. It'll cost several hundred bucks new, though. It doesn't come with a hood scoop - that's a separate item.
Price it at your local dealership and call www.subaruparts.com for a quote plus shipping. It's such a bulky item that it might be cheaper locally.
You might also post a WTB (Want To Buy) ad in the Wanted section of i-Club Classifieds. It's possible that someone totaled out their car but the front end remained intact.
Don't forget to figure in the cost of painting the hood. You might also investigate fiberglass or carbon fiber replica hoods but they vary in quality and fitment.
