Question Seat Heating

I looked in the manual the manual shows near the hand brake there should be switches for seat heating, My car doesnt have the switches but it does the the slots for them where they can be installed, but under the seats there are wires that go into the seat ( at least i think they do) ? So my question is do the seats already have heaters inside of them and i just need to install swithces my self or do seats are just made like that with wires, which would be strange to make seats with wiring without the heats inside?
