No Power Windows, Turn Signals, and Hazards

Im am going to try to get straight to the point while being detail oriented.

I rolled my windows up, rolled my windows down; they are now stuck down.

I checked my fuses only to find out that my turn signal fuse as well as my horn and hazrd fuse are blow (2x 15a); I now know that the windows are powered by a clear topped relay that powers both door locks and windows. My locks do work. I had replaced the fuse on my turn signals/horn and they blow every single time I try switching on the hazards.... I'm currently stuck with my windows down with no turn signals and out of ideas and search queries... My headlights do work, as well as all of my interior lighting etc.

I need another mind to help me out, what could be the issue here? Thanks.

--side note, i noticed some clicking/tapping noise from around the steering column, one day prior to the issue... sounded like the signal lights clicking or the sound of electrical pops.

locks do work, however, i cannot find the main circuit breaker that power the windows and the locks via MB-12(FB-33) fuse 3... im going insane.

This is a tough one to call without getting some electrical testing equipment in the mix.
What custom wiring is in the system. List all!
Some may include
Custom head unit/amps/screens/chargers/speakers
HID headlights
LED internal lights
Alarm
Gauges?

Are you running the stock steering wheel?

You could have a short, or be overloading a circuit.

You may have bad a bad chassis ground to your wire harness. Your battery may have a bad cell delivering dirty power.

Car ever been in a wreck?

If you have an aftermarket deck, is the illum wire (usually orange) connected?
