low and hi beam ON together?
What car? It is electrically possible but with stock lights not advisable due to a couple of things-
Whether you have a MY 02 or '01/earlier, the stock headlight bulbs are the dual-filament type with both high and low beam in a single bulb. They are not designed for both to be on at the same time and if you force them to run this way they will soon burn out.
If you do this you are combining the current draw for both low and highs on the same common positive circuit which is not intended to handle that much current so the wiring can be damaged. You could isolate the power with relays but there is still the other issue re: the bulbs.
So, this is only safe to do with aftermarket lights that have separate bulbs for the low and high beam, and the proper wiring to handle both being on at the same time.

This is a 02 wrx, but I have the Prodrive headlights which do use seperate bulbs for low and hi beams.
Now what do you mean by proper wiring? How can I assure that the wires can handle large enough currents for both beams?

Ok then, if you have Prodrives it's a different story. I have Morettes which are similar except they include a relay to allow both beams to operate at the same time. That is what you would have to do for your Prodrives, add a relay powered by the high beam side that would switch a direct ground to the low beams to keep them on. You might also want to add wiring to power the high beams directly from the battery to avoid drawing too much current through the common positive system as I mentioned. The Morettes are already wired this way but I don't think the Prodrives are.
