Question IC Wash? Make it shine!!!

Hi, I bought a STI IC on Ebay. Its in great condition!!! It has some road grim and some greasy finger prints. My question is, is there a safe way to clean the ic without damaging it? I know some degreasers dull out the surface. Does anyone have suggestions?

I would use a little bit of degreaser on the bottom as a test so if it does dull the surface you will never see it. I used a wire brush on mine(not the fins) but everywhere else and it still looks good. Don't forget to plug the holes! I don't have any specific cleaners names for you, sorry.
