The headlights in your car are common positive, switched ground. You probably have the ballast positive connected to the switched ground instead of the positive.
On the drivers side, the red/light blue is the common positive. On the passenger side, it's the light blue/white. Connect the power for your ballasts there. Assuming your setup is using the headlight power directly rather than through a relay from the battery, the direct ground will allow both the HID/low beams and high beams to be on at the same time. This may draw too much current from the factory wiring so you may want to add relays if you don't have them.
Also, you may be disappointed with the lighting performance once you get the HIDs working. The 04s do not respond well to HID retrofits due to the reflector design which is intended for use with halogen bulbs and not HIDs. Many who have tried HIDs in their 04s and 05s have taken them out, and those who still wanted HIDs have purchased a set of the STi lights.

i spoke with the rep for the company and i was told that the way i had set it up was correct. then i was instructed to reverse the polarity...... i did and it works. trust me i tired every way to get this to work and i made sure it was done right......but hooking it up in reverse is a new one to me.

i understand what your saying about the hid's in non hid headlights but so far they have proven to wirk fine and the light out put is much better then stock lights. since i do most of my driving at night i have seen a great improvement.

Ok that you got them working. The setup of the Subaru headlight system (common positive, switched ground), while not unique, is often confusing to those used to the opposite. Your instructions probably assumed a common ground system.
Just be sure to keep an eye on where the light is going, and you may want to aim the lights down to minimize glare to oncoming traffic. Although the light output may seem nice and bright to you, it is not properly controlled by the OEM housings and there will be scatter. I hope that at least the bulbs you got with the kit are the proper type for reflector use (D2R with the integrated mask), this will help control the glare somewhat.
