The blue xenon or "HID Look" bulbs you see cheap are just regular halogen bulbs with a blue coating that actually produce less usable light than uncoated bulbs.
True HIDs are a completely different thing altogether. They are not conventional bulbs with a filament that glows when powered, rather the bulbs are filled with a gas that gives off light when high voltage is applied to it. They require a ballast to produce the needed voltage, this is the external unit that you see with HID kits. The bulbs themselves are much more expensive than standard halogens, add the cost of the ballasts and that is why these kits are expensive.
While it is possible to add an HID conversion kit to your factory lights, if they are reflector type housings the HIDs will likely produce more light than the reflectors were designed to handle and there will be excessive glare to oncoming traffic. It's much more desirable to use HIDs with projector-type housings which focus the light more accurately.

Mulder is right on about the HID's function and the mirrors.
I've even read that some states may begin to control the situation of over powered lights (HIDs with Halogen Mirrors) by more or less making HID conversions illegal unless the mirrors are designed specifically for the HID bulbs.
There are even a lot of complaints that some of the Audis and others that were the first to sport the HID factory systems didn't take enough time to develop the mirrors and could be forced to do a recall.
I guess they can measure where the horizontal light cut off is and if it is above that your of course blinding other drivers - most HIDs aren't meeting the standard.
However, this will force HID light manufactures to improve the mirrors and we will get a really good product at a more reasonable price in about 2 years.
I'll wait and see - for now I just installed Catz MSC driving lights.

One more questions ...........
If the HID are so powerful this means that the heat are highter too I mean that if you close your hand near the light cover you will feel a high heat disipation?
..cuz I melted the lens of my reflectors when change the wattage of the lights from 35watts to 55watts and was using ordinary halogen.
