glue in between the OEM front lip and bumper?

glue in between the OEM front lip and bumper?
i see that all the oem frot lips have a piece of rubber/glue that goes on top of the lip where it touches the bumper. is this to prevent water from going behind the lip when installed? should i use some of this stuff when i put on my sti v1 replica lip? thx
