glare problem after jdm headlight mod (rhd to lhd)

glare problem after jdm headlight mod (rhd to lhd)

I did the mod where you grind off the mask to level it off so there's no rising cutoff. However after I installed the headlights back onto my car, there is a heap of light above the actual cutoff beam. I'm wondering if this has anything to do with the shiny metal exposed on the masking plate after you grind it off. I used a sharpie marker to fill in the shiny parts. Is that the problem here?

According to Imprezer's instructions (from i-club) on modding these lights, he said you can just use a black marker and paint over any shiny part.

What else can be the problem? The problem is present in both lights.
