Car Info: 2004 WRX

Fog lights on w/o headlights on

I have a 2004 WRX and was wondering if anyone knows how to make it so the stock foglights can be on without the headlights being on?? I know it has to do with the foglight relay but I have no idea where that is...any help would be appreciated.
