Adjusted the foglights too high?

Adjusted the foglights too high?
I recently adjusted my foglights towards the center and up, in hopes that it can help out my normal driving lights and make it twice as bright,
however, I think I adjusted it too high. [on the highest setting] I was just wondering if this can get me ticketed.
