Question 96 Legacy L Fog Light install

I have a 96 legacy L and recently got OEM fog lights for it it didn’t have them from the factory and I don’t see any holes for mounting the holes are there in the bumper where the fogs are supposed to go I had to cut the plates out of the bumper as the holes were blocked by pieces of the bumper if any one has info on how these are supposed to mount I would greatly appreciate it

Question

I think this is an interesting question. The cutouts on the L bumper are pretty easy to remove with a knife or a Dremel. But there is no metal on the bumper skin to mount the foglights. And there is nothing else behind the bumper besides the styrofoam block and the fiberglass backing panel - both which are not suitable mounting points. Wondering if anyone with foglights has removed their bumper can explain how this is supposed to work.
