Fender Liner - do i need to pull the wheel?

Fender Liner - do i need to pull the wheel?
Some road debris cracked the plastic, which has been dragging and scraping the road. I picked up a replacement fender liner.
How hard is this to do? My first thought was it seemed really easy, but looking at some of the holes im thinking I need to pull the wheel.
Any input/advice from those that have done this or seen it done? I was trying to not buy a jack and jack-stands, unless necessary. The apartment I live inst crazy about people working on cars, and pulling the wheel might get me in trouble.
