I consider my 02 WRX low-mile (<26K) and it's 4.5 years old. The only reason it has that many miles is that I was dying to get past the break-in period quickly. You'd be really lucky to find a 15K 02 or 03. Good luck.

If your friend is interested, I MAY be selling my 2002 WRB WRX w/mods for $14k.... it has 46000 miles...

5zigen Miracle Fireball cat-back exhaust + PDE downpipe

I also have the VF-34 turbo kit (never installed; everything still in orginal factory packaging) sitting in my closet. It has everything (turbo, 565cc pink injectors, Walboro fuel pump, and gaskets) for install, and if I do sell it, I'll let it go for $1000. Bought it from Gruppe-S for $1300, shipped to here. I also have a PDE up-pipe as well (never installed) that I'll let go for $125. These mods will only be sold if the car sells

I also have all the stock parts (wrx wheels + tires, stock springs and exhaust system), and it will go with the car.

Car is in excellent condition, and has a clean title. Reason for possible sale is looking to pick up something a bit more.. up-scale (think 300C SRT-8).
