don't waste your time buying a ruckus unless you have a lot of cash to burn. stock ruckus is gonna run you 1300-1600 minimum. then you're gonna want to upgrade things and it's not cheap. you are better off looking for a cheap used/rolling metropolitan II and getting a new/used rear ruckus frame and swing arm. building a ruckus out of a Met is cheaper if you have patience to wait for deals and it will still have a moped reg so no need bike license. if you're planning to do a motor swap be prepared to spend at least 3-4k. otherwise get a cheap 2stroke moped if you just need to get around
yeah, the ruckus is a motorcycle since it's over 3hp - the rule is <3hp,<30mph,<50cc = moped any greater for any parameter = moto license, reg, insurance etc...
as much as i love the ruckus', not worth it...if you need a scoot, get an elite or met for sure; at least the new elite is like 180cc? i had the 2010 for a while, it gets up an goes!
