Looks like they're making him "walk the line" doesn't it? What kind of nut would be drunk in the middle of the day leading a caravan of highway patrol cars on a wild goose chase?
Then again, how did the photographer get to be in such an opportune position to take the pic. I wonder if it was staged.

you can see across one lane of the highway - meaning that if this is real it was taken from a secondary road or someone's house. but whatever - that is a damn cool pic!

That's a great pic - But it doesn't look like there is any sobriety test going on - they usually do that away from the car and the lane of traffic. It also doesn't look like he's being arrested or questioned when the pic was taken - that's usually away from the car too - usually back by the cop cars...
Maybe he was showing them something? It also looks like both cops are drooling over the car!
