LIES! There's plenty of info about how to get your car ready for the road here in HI!
...
Ok bud, I'll help you out but just this once! You owe me!
Cliff's notes: Insurance -> Receipt of shipped vehicle -> Safety Inspection Failure -> Registration extension at City Hall -> Safety Inspection Pass = Welcome to HI.
Details: (Important items in [Brackets])
1.) Get your [Insurance] changed over to HI insurance ASAP. You need "no fault" [Personal Injury Protection] Medical coverage. If your insurance provider has a presence in HI, ask to have your policy transfered here. If your provider has no presence, you'll need to get a new policy with a company that does business here.
2.) When you pick up your car at Sand Island, MAKE SURE there's no damage! If there is any that was not there before, REPORT IT IMMEDIATELY! Also, make sure you keep you [Bill of Lading] either on your person or in your car. That's the equivalent of your registration while you have out of state plates.
3.) Get a [Safety Inspection] done. If all you have is a catback and ECU, you should be able to pass without having to get what's called Recon (stands for Reconstruction and is needed if your car has certain mods, most often suspension lowering or rims that are 1.5 in. larger in diameter than stock). Be careful if you have any of the following as they will FAIL you and send you to get Recon: Tint darker than 35% on ANY window, ANY tint on the front windshield, ANY sort of modified suspension, rims larger in diameter than 1.5 in. than stock, ANY modified lights, etc. They will fail you for sure with an out of state plate, but you need that [Correction Notice] in order to...
4.) Go to City Hall and [Request an extension of registration]. What this does is that it gives you local plates and registration for $15 and allows you to pay registration fees on the same month that your out of state license required you to do so. (Example: It's August now. Say you got your license in Texas; and the Texas license has a December expiration date. For $15, you can make your HI plates have a December expiration date instead of an August one, thus making your registration fees due at the same as they would have been in TX). You can't request this unless you have a notice from a Safety Inspection that correction of registration is needed.
5.) Install your HI license plates and go back to the same Safety Inspection facility that failed you. They will now pass you and affix 2 [Safety Inspection Stickers] to the right side of your rear bumper.
All done, congratulations.

WHOA whoa whoa... DO NOT remove your tint even if it is 5% There are a billion places on this island to get your safety done and at least a million willing to pass you no matter how dark your tint is! I know a ton of people driving around with limo tint that have had it for years and never been pulled over. I spent over $200 to have my windows tinted and it cost me another $100 to have it removed when I got here. Now I am really Pi$$ed off that I wasted $300 because I am getting them tinted again, just as dark as before
which means I will have spent $500 on tinted windows...Don't screw yourself like I did!

As for tint, If you know people that can hook you up. Ya, it's easy to pass safety check with illegal tint. But if you get pulled over, FYI the fine in hawaii for illegal tint is $280 + a window!!! Most cops are "Cool" and will only give you a single $280 ticket, instead of the full $1,000+ that there able too. I've been tag with a $1,000+ tint ticket before in my sentra and some of my boyz too. It all depends on the cop...
Plus, the friend that hooked you up with the safety check could have his safety check licence revoked, and fined in the thousands. After a police investigation is conducted of course. In a recent car cruise raid, in waipahu. The police made copys of the safety checks of all the cars with illegal tint, so later they can follow up with those people. I know JR's (Most of you know him as the auto repair shop in Kalihi with the "Tougue" as the shop Icon) he hooked up so many slammed imports, that he almost had to shut down shop cuz of the fine he was given...
