With the TGV's, could I just cut out the throttling plates and the idle acceleration panels inside and cancel the tumble valve connections without having problems?
Or would canceling the tumble valve connections cause problems? Aren't they just to control the plates to open and close?

When the TGV's are not functioning, they defualt to open. You could do one of a couple things...
1. Remove them altogether and fill the holes you left. A welder may come in handy....
2. knife edge the leading edge of the TGV plates and just disconnect the motors. It should be in the open state after that.
3. Buy the STi Spec C housings which have no TGV's in them. www.quantum-racing.com has them.

Oh and one thing is that you may run into some idle issues with no TGV's. They are there to speed up airflow and theoretically also add a little turbulence to help the mixture. Not everytone has had that problem, but some have... Just a word of caution.
The purpose of the TGV is only for cold start emissions and it will close during warmup thus speeding up the air flow into the engine and causing a lean burn condition. Who the hell cares about cold start emissions in Hawaii?
