Well... maybe. But I dealt with that corrupt system for years with a highly modified DSM. I got sent to the smog REF - which meant spending thousands of dollars getting and installing stock parts.
I got so damn sick of it, I parted the car out.
At least with safety, there are ways around it, and i believe its easier to pass than smog - at least with a modded vehicle.

So it comes down to whether you want a more open exhaust (OK in HI but not CA) or a wicked suspension setup (OK in CA but not HI). As for getting around the system, there's ways to do it in both states, but at the end of the day, always be prepared to pay to play.

I've dealt with both systems myself as well, and they're both equally corrupt. Imagine if instead of trying to build something with wicked top end power or a drag racer, you wanted to make an autocross or circuit killer -- all that suspension work would mean you're screwed on O'ahu. Hell, even the stock STi suspension doesn't pass a Recon bounce test. Also, remember that in CA ANY modified exhaust that's louder than stock is illegal by the letter of the law. Imagine getting sent to the State Referee for a catback and some front tints.

I was happy to get away with a fully modded suspension, rims, cracked windshield, and only needing a working emissions system and cat.

haha I shouldn't have posted this. Now I have all these lurkers in HIIC I have never even heard of coming out of the wood works pm'ing for the hook up, as if I was giving out free stickers or shirts. anyhow I meant this as a joke, hence my little laughing smilies on each side. FYI I do have a hook up or two but there is no way in hell I am going to throw them under the bus with a bazillion people going there to get taken care of. And then another bazillion of their friends that need taken care of.
