I was curious and asked UnpimpeD about this and most of the time the bumper foam is simply used as a spacer between the bar and bumper cover.
Some cars have "plastic honeycomb" or Polypropylene foam instead of the brackets and bars, this particular foam is an actual energy absorber.
So yeah, most the time it is just a spacer. I think that is one of the recon laws they are trying to work on.
