errr. forgive me. but the best way to get rid of that CEL... a COBB Access Port.
should be done at the same time as the Downpipe so you can do "Stage 2" safely.
Just my opinion, but if you go that route, you can pick and choose ANY downpipe you like!
again, just my opinion and 2c.

In fact with as many 07's having "blown piston ring lands", I would SERIOUSLY consider getting upgrades to your Fuel and ECU tuning BEFORE doing anything that would cause the car to 'breathe' better.
in fact, I posted this on IWSTI:
Mod order for 07's from what I have gathered in my limited research/reading of others research....:
1st Mod: Upgraded fuel pump ($100-150.00 insurance, no tune required)
2nd Mod: EM (personal recommendation: Cobb AP, Stage 1)
3rd Mod: TBE (personal recommendation: Cobb AP, Stage 2 - better yet PDX e-tune), in fact, just get a downpipe and go totally stealth... the intermediate pipe and axleback isn't as big a deal as most think... (evidenced by Vakamon's WRB STI w/ GT35R (with STOCK cat-back))
4th Mod: Injectors (740cc to maintain idle and room for turbo upgrade/growth)
4th Mod: PROTUNE (personnal recommendation: PDX)
+4th Mod: (optional): Upgraded TMIC, or FMIC
+4th Mod: (optional): Up-Pipe (personal recommendation: not needed)
+4th Mod: (optional): Headers (personal recommendation: EL to ease concerns over lean cylinder - attributed to UEL stock manifold - I have the Perrin EL)
You will notice that I don't include a short-ram or CAI in this list.
If I were to advocate one, I'd say to do it in the +4th Mod: realm as an option since the tuner will have to compensate for the changes in intake characteristics.

if you're worried about it, or military with the probability of going back to the mainland... get the catted.. (generally quieter as well)

**any modifications to your car are illegal in hawaii** if your worried about it then don't mod your car unless you plan on getting recon. as for what's best, yea tazer pretty much covered it. get an AP first
I would say catted is better for 95% of the subaru owners, but if you are at all worried about it or thinking about it, then go catted.
I on the other hand could care less about any C.C. in my system.

Get the catless PDE and just keep all your stock parts I learned really quick to keep all my stock parts. On the STI I had the PDE dp with stock exhaust was hardly noticeable as far as noise goes.
i would look into what tazer was about the piston ringlands blowing on the 07s'... seen quite a few mainland posts on people blowing their 07 motor because of a turboback exhaust...
here is a Great Article on why people blow thier motors so easily... Cobb tuning says it has to do with the change made on the 07 models within the stock boost control system that contributes to the problem...

tampering or removing with any emission control device is illegal, i believe its a federal offense, but hey... almost everyone is running catless with no problems..
