It's a gray area. I always get a mixed answer. But I went through safety and recon with a custom muffler delete axleback and was never told anything. I even told the recon inspector that I had an axleback exhaust, and he looked under my car and didn't say anything.

exhaust has been taken off the recon list. safety doesn't check your exhaust. So you should be fine

Safety and Recon dont check for your exhaust. We dont have emissions here. However, we do have a law that allows an officer to fine you if your exhaust is louder than the factory OEM one that came with the car. So in a way your aftermarket exhaust is illegal, unless its quieter or just as quiet as the OEM one.

Most safety stations won't pass you if the exhaust is loud. Even though its not a "recon" item anymore, in the law, it's supposed to be 100% OEM in db levels. Pain in the ***.
