Okay heres my problem, The brake lights and the battrie lights are on, the voltage on the battrie and the alternator are good, brake fluid is good, e-brake is down all the way. BUT when i rev the engine up too 4000 rpm the lights go out, when the rpm goes down light come back on.. anybody know whats happening??

you say voltage is good, but at what value? idling?
>12volts doesn't always mean good.
13.5-14.4 volts is a typically good range.
The battery may display 12Volts at rest, but once you load it voltage may drop to <9 volts; and that's bad.
Battery light indicates a discharge on the battery.
Do you have a stiffening capacitor in the stereo system?
Does the car start hard(crank slow)?
