Hawaii's 1/4 mile time difference

What's everybodys opinions on the reasons/extent of this difference. I'm trying to figure out if a cobb-reflash would do me, here in hawaii good. Basically I've heard anywhere from a tenth to 4 or 5 tenths difference in times between hawaii and the mainland. Example: stock STI supposedly does about 13.2 or so in the mainland right ? here it's about 13.6/7 ?

Honestly, I have suspended any opinion. I used to think .2-.3. About a year and a half ago, that was the consensus. The guys on the mainland with our level of modification were just busting better times. I don't recall how differing our traps were from theirs, though.

Now, it seems as if all of the St4 guys are getting comparable times to the mainland.

Dan's STi netted a 13.3 at, I think, 103. There are more than a few lightly modded STi's on the mainland doing mid to high 12's, though.

Our 60's are right on, it's just our traps that stink. Must be uphill at the end of the track.

Could it be the headwinds? I've also wondered how the wind currents are affected down near the end of the 1/4 mile where the "short course" turn off is...the track is pretty much lined with bleachers up to near that point. Crosswinds perhaps?

Thats crazy Islandx does a 13.6@96 and the best I have ever done is a 14.05@96 hmm similar mph but different times. I think we have a crappy track in my opinion.
