i would say that with skill, you could break 13's but don't bet on it that much. its all based on driver skill.
car and driver put the wrx as 14.1 i believe, but no other magazine has ever been close, i would say in the mainland, at say white salt sands, NM, you would probably clock 14.4 or so.
Steven(Islandx) has done 14.41's with just an Blitz LM filter and Nur Spec axle back which aren't really heavy power mods on a car and taking in account he's running on a heavier combination of wheels/tires.

I think an uppipe and downpipe on Steven's car would be enough for 13's. Unfortunatley my 13 second pass was with the help of an ebc. Thanks for reminding me I'm in the 13's though.
