if your still on stock turbo, no need to upgrade the intake just yet. As far as spending 1,000 I would get a Bellmouth downpipe, Used 3inch catback, Cobb apv2 and maybe enough for a tune? if you want more power then you should look into upgrading to a vf34 turbo, sti pink injectors, Sti tmic and a walbro fuel pump. turbo is about 400-500, injectors are about 200-250, sti tmic is about 250-350 and a fuel pump is 100. Then you would need the Cobb access port and a custom tune. I would start off with the cobb apv2 and a used turbo back exhaust.

Budget build
I have a Perrin down pipe for sale for $175 shipped. from there you can buy a tactrix 2.0 cable for another $160-$200. Find a tuner that will do e-tunes with you for $100-$200 or better yet there are tons of Stage 2 tunes on romraider.com....just look for the one with good reviews, oh did I mentioned they are free.
Not a bad way to spend $500-$600

However, I usually go STOP-TURN-GO in that order for mods. Maybe take the rest and buy some better summer tires.

leaning more towards power...any suggestions?
