Engine/Power - non turbo (All non turbo Imprezas) Who needs a turbo when you have 2500cc? Cams, intakes, exhausts, etc. The 2.2L and 1.8L Subies are cool too.

I'm still in my infancy of tuning as well, but from the research that I have done the best place to start seems to be intake, (www.cobbtuning.com) header back exhaust, (www.MRTRally.com, http://www.techworkseng.com/products...tsystems.html, www.borla.com) lightweight pully, (www.mrjosh43.com)
These mods are some of the fairly mild ones that you may want to pursue as you start. Another area that should definatly be addressed before you start adding to much scoot is suspention. If you haven't already, pitch the RE92's (tires) and invest in something quality. I decided on Yokohama AVS DB's and they are great tires. A rear sway bar should net some of the most noticable gains. In addtion to the RSB endlinks and mounts are HIGHLY reccomended. These can be sourced from COBB, Perrin, (www.Perrinperformance.com) or any number of other providers. A good strut and spring combo always helps and better yet coilovers are avaliable, though they will cost you. If you are looking at spending money on struts and springs, KYB AGX's (www.kyb.com/shocks/agx.html) and Prodrive (www.prodrive.com) springs are always a good bet. More advanced things are also avaliable depending on how much cash you feel like dumping into this. Cams, Heads, Valves, HC pistons, forged rods and things of that nature are all avaliable. All good info, except that with a '98 RS, you don't want to put an intake with the MAF sensor. Just do the silencer mod.

Yes. All pre-2000 Subarus are MAF quipped AFAIK.

I disagree. The 99's had the fragile MAF. The 98s have a much sturdier unit. Running an intake on a '98 is fine (as it is on a '99, you just have to be more careful), however I suggest a SAFC to fix your fuel mixture.

It's not just the fragility- putting an intake on a 95-98 MAF subaru isn't very productive. Poor results for the dollar. A silencer mod plus, say, custom exhaust for like $250 is much better.

SAFC + intake should be an easy 12hp. Silencer and exhaust will not be.
