Fuel pump or fuel pressure reg failure?

Fuel pump or fuel pressure reg failure?
I think my FPR failed because I have an off idle stumble... a horrible stumble. Sometimes it even dies. This happened before when my vacuum line to the fpr split open.
However, now I'm starting to think fuel pump problem because sometimes at idle my engine surges and I can here the fuel pump cycling in unison.
So, is the fpr bypassing at max rate which is making the fuel pump work less for an instant, giving me the sound of cycling, while at the same time dropping fuel pressure sufficiently to cause the cars RPM's to dip... or is the fuel pump taking a big capola?
Lastly,
do we have a fuel pump control circuit or is our pump supposed to run continuously?
any help would be appreciated. I can't seem to find anything on this. Thanks.
