I'd check the fuel pump, fuel filter, and catalytic converter (02 sensor).

Major culprits

If it were a MAF car, I'd say the MAF is bad. Since it's a 2000, I'm wondering if your MAP sensor is bad- same symptoms, running too rich without throwing a code. Your O2 sensor is probably a better place to start though- when they go bad, the car will run richer instead of leaner, for obvious safety reasons.

Not necessarily. If it's only a little bit bad, the ECU won't have noticed yet.

Check all your fuel connections VERY carefully. Every single one. If you have a fuel leak under the hood, it will eventually catch fire, and there won't be anything you can do about it.

I'd also check where the soft fuel lines meet the hard lines.

I think there is a problem similar to this with WRXs.

You may be thinking of the cold-weather fuel smell TSB.

I think for the WRXs it was a matter of tightening the cinnection between the soft and hard fuel lines. (quick search I couldn't find the thread I read that in, if I do I'll post it)
