Engine/Power - non turbo (All non turbo Imprezas) Who needs a turbo when you have 2500cc? Cams, intakes, exhausts, etc. The 2.2L and 1.8L Subies are cool too.

best upgrade

Nope. Tires. Intakes do nothing by themselves but make noise. Even a catback doesn't do all that much. If you want to be faster, get really good tires and a bigger rear sway bar.

And tires can be quite expensive.
Every Subaru intake is a 'cold air intake' meaning it draws air from either the fender or the front of the hood. The power gains from the aftermarket intakes are from larger, smoother, straighter piping. Even then the gains are minimal. Not enough to say 'faster.' A RSB makes you faster on a course or track by reducing understeer. Hopefully, I don't really have to explain how getting rid of the RE92s helps.

Tires are the only thing connecting your car to the road. Of course the good ones make you faster

edit: can't go summer tires becuase it snowed today here in joisey. (Apr 6th)
Are you limited by weather or money? If you can save longer, get new wheels for your summer tires, or a cheap set of steelies to keep all seasons on. Then you can get good max performance tires for your stock wheels. I am running Bridgestone Potenza S-03s in 205/50R16, and they are AWESOME. The RE950s are about 2 steps down from those, but are good tires, perhaps the best in their class. If you can't run 2 sets I'd say get the RE950s or Dunlop SP Sport A2 in 205/50 if they have them.

Porsche and BMW OEM= I would buy them, regarding the Contis, lol. The Pilot Sport A/s are like the greatest tires ever, but they are priced accordingly. Also look into the BFG G-force KDWS, those are supposed to be very good too. And don't just take the survey results from Tire Rack as gospel. Not every respondant is judging on the same standards, and some of them are just plain dumb.

The RE950's are a great general use tire. They will last like 40,000 miles and maintain good grip and will work in the snow too. But, they are not super grippy tires... More of just an all season tire that does a bit of everything.
