01 RS - looking to (mod - where to) start?
If you had a '01 2.5RS completely stock and were looking to being mods, whats the first thing you would do. $ somewhat of a consideration, preferably mods to the engine first, faster is always better.
Have an 00 rs also and he is right get suspention stuff unless you are dumping alot of cash in to the engine you wont get large HP gains but you can make the car handel really well for not very much money. KYB adjustables are a very good street set up and make sure you get a rear sway bar that will make a large difference in handeling.

hmmm lets see $8000 and a nice sti engine swap:P
But seriously, if you want power from a stock 2.5 then you are goin to replace the cams/exhaust/cai/heads...
thats about $4000 grand and that around 200hp (approx)
But start with cams, thats a 14-19 hp gain for $400ish
With CAI and cat back exhaust maybe 12-15hp gain for $800ish
With Full exhaust and CAI its about 20 hp gain $1400ish
So that approximation on all that but gives you a ball park figure!

I would aggree with that statement I would also check out www.rs25.com good info spsific to the 2.5 RS. If you want to go fast it is going to cost you money no matter how you think about it. Keep in mind that if you want to race people and win especally in SCCA you dont really want to modify your car much just become a better driver. If I am going to race somone with a more powerful car I will go to a spot with lots of twistey terns and down hill to make up for the lack of power. I guess I am more in to making the car handel very well instead of dumping tuns of cash in to power mods. Just my take though. No matter what you do the car is a blast to drive though and well worth doing things to no matter which rought you go.
