recirculation pipe for BOV

If you are running a recirculating aftermarket BOV, then yes. Even one that is 50/50 will need it.
If you are running a 100% atmospheric BOV, then no. You can plug off the intake or hose. The CEL won't come on, but your car may run like poo. Many folks have problems with 100% dump BOV's, still others don't. I, for one, have kept the stock bypass valve on my STi since it does what it is designed to do, and does it without upsetting my car. YMMV
