the check engine light is just for the rear O2 sensor it isn't going to harm anything

not yet i wanted to see if someone fixed it.

when i cleared the code and did a freeway pull 100-80 coasting in neutral all the dash lights come on, put it back in gear and they turn off.

well as long as the car is running smooth then I would get it tuned. Once you get it tuned the tuner should disable the rear O2 sensor so that code will not continue to appear

Nope it's boost creep. because when i hit full boost at 3,400 rpm .11 on the gauge the boost slowly goes up to .14 then cuts out and it sucks

Question:
Do you get a check engine light + flashing cruise control light? Does this happen on cold days or all the time in 4th at WOT?

Usually that will throw a CEL + Flashing Cruise. Pull the code and it will read something along the lines of a wastegate malfunction.

cel comes on for bank 1 sensor 2 O2 P0137. But to answer ur question no it doesn't do that.
