adjusting wastegate, ok or bad idea?

Car Info: 2006 WRX TR
Found problem!

Ok, heres the story. First off the car is a 2006 WRX TR with an FP18G, STI TMIC, Forge 100% rec. valve (factory housing cracked), stock intake, Cobb Downpipe, Megan cat-back, Cobb AP with the 18g 93 octane map. The issue I am having is that I am not hitting the target boost numbers. I am toping out at 13.1 in 3rd gear. I was only seeing 11.8 previously but I have adjusted the wastegate a tad to see if there would be any affect. These readings are comming off of the AccessPort (my AutoMeter is reading about .5lbs less). I have checked all vacc lines that I know of and even replaced all reducers and T's thinking of a possible leak. Have also gone over the IC piping, all checks out OK. Being that the program from Cobb is designed to see 15 to 15.2 psi am I OK to keep adjusting the wastegate since all other external options seem to be exhausted.

Come to find out that there was a bad clamp on the 90* comming off the turbo. I checked the tube but never the clamp. So problem fixed. Hitting 15.6 in third. Life is good again.
