You mean an computer to tune your car with? Like an UTEC, or EXEDE? Well simply put, they allow the user to control/alter different variables your stock ECU normally controls such as the fuel trim, ignition timing, boost pressure, rev limit and many others (each one is different and some don't allow you to change everything of course).. That is the purpose.

More power, better power, more usable power...better fuel economy...many uses. Check out the Engine management forum.
Basically, a computer allows you to optimize your setup, because the stock computer has already had millions invested in tuning, and it is optimum...an a stock car with no mods...you must also realize that the stock ECU is tuned with a HUGE safety margin...if you make that margian even slightly more narrow, you will see pretty significant gains...
