That's what I've heard for most turbobacks. I don't know what Stromung claims.

IMO, it's quieter than most, especially compared with single-tip systems. Still sounds good, too.

if you want outrageously loud agressive exhaust get a blitz nur spec R...very loud!
if you want the performance without too much noise but still have the agressive sound get a greddy evo

All around I would go with the apex n1. I had great results and it is a head turner. It sounds mean and it is great for turbo-back use its the best hands down. Don't make a bad choice it is not worth the money or hearing peoples bad opinions about another exhaust.

I've heard that the HKS Hi-Power is 50 state legal, but don't quote me on that -- contact HKS for more info. Also, if you want loud and aggressive, the Kakimoto GT 1.0Z is the king of loud, gaudy, yet effective Japanese circuit exhausts. It'll make the crotch of your pants rumble in resonance!! 
But anyhoo, I'd go with the HKS due to its power gains and legality. Good luck!

I've got no cats and the HKS hiper. I don't like rice sound and hate freeway drone. The hiper has neither. It of course comes to personal preference. I'd really suggest going to a club meet (if you can find one locally) and seeing how they sound. If that's not feesible, do a google search. There are actually several web sites that have the sounds of exhausts. Just remember tho....those sounds are from outside the car.
