the wastegate allows exhaust gas to by-pass the turbine. it is the mechanical means by which boost is controlled.

the bov is on the intake side and vents when the throttle plate closes.

check this out.the wastegate opens when you hit full boost.so when you think about it a boost controller is really a wastegate controller the bov is so when throttle plate closes the intake pressure doesn't flow back into the turbo's compressor which can cause damage
