walbro fuel pump 100% duty cycle? HELP!

walbro fuel pump 100% duty cycle? HELP!
ok, i have an 03 wrx its got a few mods, and is tuned opensource. When the guy who tuned it for me was doin some datalogging he said my stock fuel pump was at 100% duty cycle and that i will need to replace it with a walbro 255lph. I replaced it and went bak for dataloggin, and still, with the walbro its at 100% duty cycle at 4200 rpms. at idle its already at 33% can anyone help? what is causing this??
my mods are:
vf39 turbo
sti pink injectors
sti tmic
cobb short ram intake
helix dp
invidia up
hks hi power cat
hks bov
gm solenoid
walbro 255
tuned using open source.

It's obvious your tuner doesn't know ****.
The Subaru ecu will "stage" the fuel pump via the fuel pump controller.
There are three different "stages":
33%
66%
100%
In other words, this is normal.
