What sort of tape are we talking about here? Exhaust insulating tape (header wrap)? If so, it would retain more of the heat inside of the pipe and the surrounding area outside of the downpipe would remain slightly cooler. Make sure you're using quality parts before taping - I've read one story years ago where someone taped their header system and it retained so much heat that some welds cracked. I've used it on a portion of downpipe on a turbo Omni and it worked nicely.
