It doesn't appear to be a blown head gasket. We don't think it is the cap as it held water/coolant but when we pressure tested it, it started to spew. We are thinking it is one of the oil cooling lines that run along the bottom/front of the block. we could not see it last night so we have to lift it and pull the skid plate to see where it is leaking from.
The cap will be able to hold water and coolant, but not pressure. You said yourself that the cap wouldn't hold pressure.
I still think its your radiator cap.
A small leak in your system won't cause an overheating problem(unless your water pump is bad).
Im giving my answer based on what you have told me. All the signs you have been providing us which point either to a head gasket(which i hope its not) or a bad radiator cap. So you can either pull your motor change the head gaskets and put the motor back in(probably going to be more than 15 hours worth of straight work), or you can take a chance on a $10 or $15 radiator cap. Your choice.

Sounds like the waterpump probably failed to me.
I would take your car to Subaru to see what is wrong
with your cooling system.
If that is the case I would replace the waterpump/gasket
also powerflush the system and refill the system with a
good 50/50 antifreeze.

Radiator cap, possible head gasket, make sure when you add coolant you burp the system.if you dont burp it you will still have air inside it will build up pressure and casue it to "overflow" or "spew". the lower hose that goes into the radiator with the radiator cap off give it a couple squeezes to get the air out of the system let it run for a few more mins and then repeat. if your car is doing a strange jerking motion it could be head gasket. if not and its not holding pressure possible radiator cap issue. just my experience i am not an expert just dealt with something similar on a bugeye.

After further inspection it seems to be the waterpump, and thermostat. Well I am not 100% about the thermostat but might as well replace that too at the same time. It will most likely being going to Carlsen in a day or so. There doesn't appear to be anything more wrong but the waterpump is pushing out coolant.
im having the same problem right now but my temp gauge is fine. i read on nasioc that this is normal on 02's and that its time to replace the radiator. i am running stage 2 and the stock radiator cant handle the high temps anymore. ive been stage 2 for a couple years now.... not sure if this helps, just my .02 cents.
