Question for Boost Experts

I have the factory Subaru Performance Guage Pack in my WRX. With the electric on, but not the engine, my boost guage needle sits at -.01 MPa. When I'm driving, and I "punch" it hard, the needle maxs out at +.1 MPa. My questions are as follows:
1) At rest, with no engine running, shouldn't my boost needle be at 0 MPa? Is my guage not calibrated properly?
2) Does the fact that I can only achieve +.1 MPa indicate that my factory turbo is not performing properly? It was my understanding that I should be getting about +.14 MPa instead of the +.11 that I get (assuming I allow for the -.01 from the start).
So am I misinterpreting this stuff, or is either the boost guage or turbo incorrect?

1) Yes, the guage should read zero. The guage is probably not calibrated very well. I don't have that guage, nor have I seen it, but perhaps you can re-zero the thing.
2) .1MPa = 14.5psi, that's where you should be with the stock turbo. .14MPa = 20.3psi you don't want that much boost

my bad--didn't read the post carefully enough.
indeed, with engine not running, you should be atmospheric--zero boost, zero vacuum.
did the dealer install it? if so, have him deal with it.
