most downpipe will have cel but how come PDE not?

most downpipe will have cel but how come PDE not?
I check on vividracing.com and they say the PDE downpipe removes the cats but will not give you CEL.. what does that mean? is it possible to even have a cat less downpipe without a cel fix?
