Well stock boost is about 0.9 bar. Did you mess around with your vaccum hoses? Is there any leaks?

You could have a vaccum leak.

.9 as in .9 bar which is around ~13.5 psi

I don't have the stock boost gauge, so i don't know what measure of unit they use.

Ok, so you didn't mess with anything. Did you at least check what could be the problem? Did you check the lines that lead from that turbo nipple to the "T" to the wastegate, and to the factory boost controller.
