HKS hi-power or carbon-ti. If you buy the exhaust brand new from an HKS dealer they will send you paper work stating that the cat-back is 50 state legal.

Hks like mbquarts said, as long as you still have the stock dp/up. With just the catback, it's close to the 95 dB limit.

Get a stealthback. It's only a little louder than stock, but with more pronounced boxter rumble and lots of power. I'm running a full tbe with uppipe (catless) and I'm only slightly louder than stock even at wot. Check out the stealthback at www.daddysscp.com Excellent parts at an excellent price.

By this, I mean one that doesn't exceed the 95 db limit, preferably without using a silencer.
Just be aware that anything much louder than stock can attract unwanted attention from law enforcement. In some CA towns, they can still use their discretion to pull you over for what they think is an illegally loud exhaust. Officers in the field don't carry the instrumentation to check the manufacturer claims and they put the burden on you to get it sorted out later.

That said, there are members with big, catless turbobacks on their cars and they don't get pulled over for the noise level.

YEAHHH big ups to the Borla Hush... That's what I'm going with because I will also be getting a Helix uppipe and getting a Helix high flow catted DP... Given that I'm changing all the pipes, it will be significantly louder than stock but the Borla Hush keeps it fairly tame... I used to be all into the HKS, but I guess I grew out of it (not that it doesnt turn me on when one passes by with that sexy *** rumble) but I can definitely keep a heavier foot on the gas with a quieter muffler like the Hush, and not be noticed 2 blocks away (the HKS gets loud when you step on it as do most other systems)

Have fun!
