does that mean by buying a cat-back system u eliminate 1 cat or is it just replacing 1 cat with a high-flow cat??

yeah, i would assume that it safe to say that.

I have had my car "dyno" emmissions tested last year.
I barely passed here in conneticut with a single TXS hi-flo cat in the midpipe.
