Got a problem with boost..

Got a problem with boost..
So yesterday I get a call from a buddy of mine, also on the forum, and he has a problem boosting. When he drove to work yesterday, a tube that connects to his forge BOV popped off and now his accessport is saying hes steadily hitting 23.8-24.2 psi (20-21psi normally) but the car isn't pulling like it should. We tried turning down the boost with the HBC and that seemed to help but we turned it down all the way and it still wasn't like it should have been. We took off the topmount to have good visuals of the lines to look for leaks and nothing...
2004 sti with mods that I recall:
gt3071r ball bearing turbo
not sure on injectors
hallman manual boost controller
headers
spt short ram intake
invidia bellmouth catless dp
hks hi-power catback
perrin topmount
He put the headers and swapped his cold air for the short ram 2 weeks ago and hasnt tuned it with them yet, could that be the problem?(yes we know it needs to get done, just havent yet). The wastegate I think is closed.. the arm is perpendicular to the metal piece connected to it.
Any input will help, we are both learning these cars.

-Found a crack in a line underneath the intercooler inlet hose into the turbo
-Found a gas leak under the intake manifold
-Brought the car to Garage 1 and so far everything has added up to $950 with them taking off the downpipe and turbo to get to the hose, put on his aftermarket uppipe, taking off the intake manifold to get to the gas leak...

Have you checked to see of all the houses are connected? I don't know much, but I would try to switch back to the mods before the problems happened and see what that does.

Doesn't seem to be the wastegate, I believe its fully closed and fully functional.

Only line i can think of that is that big in that area is the BPV hose, right?
Goes from the bpv/bov valve on the front of the intercooler (think you said he had a FORGE brand bpv/bov?) NEXT to the throttle body down to the turbo inlet where it dumps the pressurized air in front of the compressor wheel. [to maintain spool during gear shifts and prevent compressor surge]
I bet it popped off because he has a silicone replacement for the OEM rubber hose. those silicone ones are slippery bastards. Not sure if that would cause the problems he is having though...in combination with gas leak that ruined other lines maybe?
