i have a 3 inch b&b downpipe...and i ordered the 3 inch hks hi power cat back. i was wondering if i need to buy this...

You don't have to. I didn't get a new one with mine and I don't have any leaks. Deffinately use the new gasket for the top part of the down-pipe to the turbo, though. Make sure you tighten it correctly or you will regret it later.
